Preheat oven to 190°C.

In a large skillet over medium heat, cook ground beef with onion, garlic, Italian seasoning, red pepper flakes, salt, and black pepper until beef is browned. Drain any excess fat.

Incorporate the chopped pepperoni into the skillet. Cook for an additional 1–2 minutes.

Remove from heat, then stir in shredded mozzarella and grated Parmesan until well combined.

In a separate bowl, mix together marinara or pizza sauce, dried oregano, and garlic powder.

Lightly grease a 23 x 33 cm baking dish and spread 120 ml sauce evenly over the bottom.

Place 2–3 tablespoons of the beef mixture onto each tortilla, roll tightly, and arrange seam side down in the prepared dish.

Pour the remaining sauce evenly over the filled tortillas. Sprinkle with mozzarella and arrange extra pepperoni slices on top.

Bake uncovered for 20–25 minutes, or until the cheese is melted and lightly golden.

Allow to cool for 5 minutes. Garnish with fresh basil or parsley if desired.
