In a large skillet, cook the ground beef over medium heat, breaking it apart with a spoon. Cook until browned and drain any excess fat. Add the chopped onion and bell pepper to the skillet and cook until softened, about 3-4 minutes. Stir in the tomato sauce, ketchup, Worcestershire sauce, mustard, brown sugar, garlic powder, onion powder, salt, and pepper. Bring to a simmer, stirring occasionally. Let the mixture simmer for 10-15 minutes, allowing the flavors to meld and the sauce to thicken. Taste and adjust seasoning if needed.

Butter one side of each slice of bread. Place one slice of bread, buttered side down, in a clean skillet or griddle over medium heat. Add a slice of cheese on top of the bread. Spoon a generous amount of the Sloppy Joe filling over the cheese. Top with another slice of cheese and place the second slice of bread, buttered side up, on top.

Grill the sandwich for about 3-4 minutes on each side, pressing down lightly with a spatula, until the bread is golden brown and the cheese has melted. Carefully flip the sandwich over and grill the other side until golden brown and crispy.
