In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat. Add the diced onion, green bell pepper, and minced garlic to the skillet. Cook for about 5 minutes, until the vegetables are softened.

Stir in the tomato sauce, ketchup, brown sugar, Worcestershire sauce, mustard, salt, and pepper. Simmer for 5-10 minutes, allowing the flavors to meld together.

In a large mixing bowl, combine the cooked pasta and the sloppy joe beef mixture. Stir in 1 cup of shredded cheddar cheese. Pour the mixture into the prepared baking dish and spread it out evenly.

Sprinkle the remaining 1 cup of shredded cheddar cheese over the top of the casserole. If desired, sprinkle crushed crackers or French fried onions on top for extra crunch.
