Set the oven to 200°C. Lightly grease a mini muffin tin or regular muffin tin with butter or oil spray.

In a large mixing bowl, mix the mashed potatoes, egg, cheddar cheese, Parmesan cheese, chives or green onions, garlic powder, and flour (if using). Season with salt and black pepper to your preference.

Fill each prepared muffin cup approximately three-quarters full with the potato mixture. Gently press down to compact slightly.

Place in the oven and bake for 25 to 30 minutes, or until the tops are crisp and golden brown.

Allow to cool in the tin for 5 minutes before removing. Serve warm with condiments of choice, such as sour cream or ranch.
