Set Instant Pot to Sauté-Normal. Add 1 tbsp oil.

Sear beef 4 minutes until browned. Remove.

Add remaining oil. Cook onion, carrots, celery 4 minutes.

Add garlic, cook 1 minute.

Add wine to deglaze pot.

Return beef. Add salt, pepper, broth, tomato paste, tomatoes, herbs.

Pressure cook High 30 minutes.

Natural release 10 minutes.

Remove beef, shred, return to pot.

Optional: Sauté 10-15 minutes to thicken sauce.
