Sift together flour, salt, baking soda, and cocoa powder. Set aside.

In a large bowl, beat together shortening, butter, and sugar until creamy. Beat in the egg and vanilla extract.

Add sour milk, hot water, and the dry ingredients to the wet mixture. Mix until fully combined.

Scoop heaping tablespoonfuls of batter onto a greased or parchment-lined cookie sheet, spacing them at least 2 inches apart. Use a small ice cream or cookie dough scoop if available. Bake at 163°C (325°F) for 10-12 minutes or until the centers spring back when touched. Cool completely.

Mix together powdered sugar, cocoa, unsalted butter, vanilla extract, and 2-3 tablespoons of milk until smooth. Add more milk if needed to achieve a thick but spreadable consistency.

Spoon the fudge filling between two cookie sections and press together slightly to form a whoopie pie.
