Add oil to pan. Brown chicken on both sides, lightly seasoning with salt and pepper. Remove chicken once browned.

Use paper towels to remove excess oil from pan.

Add garlic and black peppercorns. Saute for one minute until fragrant.

Add soy sauce, vinegar, water, sugar, and bay leaves. Return chicken to pan.

Bring to boil, then reduce to low-medium simmer. Cover with lid and cook for 20 minutes.

Uncover and increase heat to medium-high. Reduce braising liquid to desired consistency for about 5 minutes.
