Preheat oven to 200°C. Arrange tater tots on a baking sheet and bake for 10–12 minutes until softened but not fully crisp. Remove from oven.

While tater tots are warm, press and mold them into cone shapes using cone molds, silicone molds, or inside muffin tins lined with foil. Return to the oven and bake for 10–15 minutes, or until golden and fully crisp. Let cool slightly before removing from molds.

Heat a skillet over medium-high heat. Add ground beef and cook, stirring occasionally, until browned throughout. Drain excess fat. Stir in ketchup, mustard, Worcestershire sauce, garlic powder, onion powder, salt, and pepper. Simmer for 3–5 minutes for flavors to meld.

Spoon beef mixture into each prepared tater tot cone. Top with shredded cheddar and mozzarella cheese, then sprinkle with crumbled bacon.

Arrange filled cones on a baking sheet and bake for 5–7 minutes, or until the cheese is melted and bubbling.

Garnish cones as desired with diced pickles, tomatoes, green onions, or burger sauce. Serve immediately while hot.
