Arrange tater tots (4-5 per cup) in each muffin cup and bake for 10 minutes. Press down with a spoon to form a cup shape and bake for another 10 minutes until crispy.

Cook macaroni according to package instructions. Drain and set aside.

Brown ground beef in a skillet over medium heat. Add garlic powder, onion powder, salt, and pepper. Cook until browned and no longer pink. Drain excess grease.

In a saucepan, melt butter, whisk in flour, and cook for 1 minute. Slowly whisk in milk and cook until thickened. Stir in shredded cheddar cheese until melted and smooth.

Mix the cheese sauce with the cooked macaroni and ground beef until well combined.

Spoon the macaroni and beef mixture into each tater tot cup, pressing down lightly.

Bake for another 10 minutes or until heated through and lightly golden on top.
