Preheat oven to 200℃ and line a baking sheet with baking paper.

Combine flour, cornstarch, garlic powder, onion powder, baking powder, paprika, salt, and black pepper in a large bowl until well mixed. Pour in the milk and whisk until smooth. If the batter is too thick, thin it out with additional milk.

Add the cauliflower to the bowl and toss until evenly coated. Then add the panko breadcrumbs and toss gently to coat.

Place the battered cauliflower in a single layer on the prepared baking sheet. Bake for 20-22 minutes until golden and crispy.

While the cauliflower is baking, combine the mayonnaise, sweet chili sauce, sriracha, and optional rice vinegar in a medium bowl. Mix until smooth.

Once the cauliflower is baked, transfer it to a mixing bowl. Pour the sauce over the cauliflower and toss gently to coat.

Transfer the coated cauliflower to a serving plate. Garnish with chives and sesame seeds. Enjoy immediately.
